Description
The purpose of this component is to provide participants with an overview of the evolution of gifted
education on the national, state, and local level. Major events affecting gifted education are
described as well as major policies and procedures governing the delivery of gifted education.
Cognitive, social, and emotional characteristics common to individuals who are gifted are identified
along with strategies that can be used to meet the academic needs of different categories of
students who are gifted.

• Explain the importance and benefits of gifted education through key philosophies, theories, and research.
• Understand major historical and current trends influencing gifted education.
• Know historical, national, and Florida definitions of giftedness.

**Topic 2: Understanding Giftedness**
• Identify cognitive and affective traits of gifted learners, including those from diverse backgrounds.
• Recognize needs and challenges linked to gifted characteristics.
• Compare cognitive, social, emotional, experiential, and economic factors affecting gifted development.
• Understand how societal, cultural, and emotional factors support or hinder giftedness.
**Topic 3: Identifying the Gifted**

• Identify laws and documents impacting gifted services in Florida, including ESE connections.
• Interpret research influencing gifted education.
• Understand teacher responsibilities for record keeping and developing Educational Plans (EPs).
• Examine the roles of parents, teachers, and students in advocacy.
